First, my delighted congratulations on your move to the F.C.O. I'm sure you'll make a great success of it and look forward to watching your rising status as the result of working at the international level; I'm sure you will shine illustriously there.

Secondly I'm so glad to hear you're going to talk so soon to Beijing about Hong Kong. I made a micro speech in the Lords H.K. Debate about our need to keep in touch with the Chinese Cogniscenti, whom I believe know enough, including about us, to help the cause of non dictatorial policies and politics.

I keep in touch with the Chinese Peoples Republic Cogniscenti through the Croucher Foundation of Hong Kong. Would you be interested in meeting myself and the other Trustees over an informal and completely off the record lunch when they gather next in London on October 20th at The Nuffield Foundation in Bedford Square?

The Foundation was set up by the late Noel Croucher

a munificent HK stockbroker. Our terms of reference are concerned with helping HK Science, Medicine and Technology and we have strong links with the Science and Technology Acadamies in the C.P.R. Our income is just over US $ 4m/year and we spend it on joint research between the UK, HK and CPR and on Fellowships and Scholarships. We've also just spent £600,000 on a joint BBC/CPR Tv language 60 part series teaching the Chinese Scientific English, using British (not USA) products, equipment, instruments etc.

In the hope it might whet your appetite, I am enclosing a brief note about the Trustees.
