Suggestions to "Improve" or Complement JD

(a)

Measures to be taken in Hong Kong

speed up pace of democratisation; suggestions range from "more

democracy" to "total democracy" (entirely directly elected government, and direct election of Chief Executive) to be arranged

by 1997.

separate the ceremonial and political functions of Governor; appoint ceremonial figure and separate proto-Chief Executive to take

over effective government and administration of Hong Kong.

Bill of Rights to be introduced forthwith.

Repeal inappropriate legislation (eg death penalty, law against loitering) to prevent its exploitation post-1997.

Abandon 1st asylum policy for VB Ps.

(b) Measures to be taken by HMG

Nationality.

Various degrees of guarantee ranging from right of

abode for complete population of Hong Kong (not just British nationals) to UK citizenship for some/all BDTCs. A suggestion

popular with the HK business community is that right of abode should

be granted to all only if triggered by a breach by the PRC of the

terms of the JD. (Such breach to be decided by independent body -

eg UN).

Nationality (ethnic minorities): Non-Chinese communities

(Indians and Eurasians) to be resettled in UK.

Increased assistance with Vietnamese Boat People, eg HMG to

shoulder all costs of VB PS in Hong Kong.

Restore Home Student Status for Hong Kong students.

Study in UK to count towards residential qualification for
