THE QUEEN'S SPEECHES ON THE PROROGATION AND THE

OPENING OF PARLIAMENT

Thank you for your reply to John Fuller's letter of 1 August.

I enclose the first consolidated drafts of the Speeches. Wherever possible the editing has been designed to maintain the of the contribution, but it has sometimes been necessary, in the interest of limiting length, to remove entire elements. There are a number of square brackets in the texts where State Visits are still under discussion, where policy issues remain to be settled or where departments are uncertain about the final form of words.

The purpose of these first drafts is to iron out minor problems and identify any major ones. The order of contributions is provisional at this stage and is one of the issues that QL will consider when it meets on 17 October to review the drafts of the Speeches. Following that meeting, the Lord President will circulate the texts approved by the Committee to Cabinet colleagues for written comment, although the timescale for comments will by that stage be tight.
