QUEEN'S SPEECHES ON THE PROROGATION AND OPENING OF PARLIAMENT

1. I submit a draft reply to the letter of 12 September from Mawer, Cabinet Office, enclosing the first consolidated drafts of the speeches.

2. The drafts are little altered from those which we originally submitted to the Cabinet Office (which you, Sir J Fretwell and Ministers other than Mr Waldegrave and Mr Sainsbury, who were on leave, had seen and cleared).

3.

The changes are:

deletion of a reference in the prorogation speech to the Antarctic Mineral Resources Act.

In the opening speech, a shorter passage on arms control and deletion of the reference to the 1990 cocaine conference.

Departments have agreed that we need not challenge these alterations.

4. The draft reply is self-explanatory and reflects consultation with all concerned Departments.
