I understand that the Secretary of State has asked for an early sight of the brief on Hong Kong/China/Vietnamese boat people for his

talks in Washington with Mr Baker. As agreed, I submit a first

draft of the brief which has been discussed with Mr McLaren and

incorporates his suggestions. Mr McLaren is taking a copy of the draft brief to Washington and will telegraph further thoughts on the handling of the Vietnamese boat people issue in the light of his talks there on 7/8 September. I also submit points to make for the meeting with President Bush.

2. Mr Burns will be submitting a separate question and answer brief for use with the press.
