formal message of condolence should be sent from the Prime Minister
to the Chinese Party Secretary Jiang Zemin. Normally such a message would go to the Chinese Premier Li Peng but he was very closely associated with the June repression; Deng Xiaoping's principal formal appointment at the moment is in fact a party post and a
message to Jiang was therefore thought appropriate. decision has yet been reached on the message.

13. The Secretary of State met the Chinese Foreign Minister at the
Paris Cambodia Conference principally to discuss Hong Kong. We informed partners of this by COREU indicating that this represented an important opportunity to get across our concerns on Hong Kong and
that it did not represent a departure from the Madrid Declaration
provision on the suspension of bilateral ministerial contact.
Partners may be interested to know that the next meeting of the Joint Liaison Group is to take place on 27-29 September. The UK side is to be headed by Mr McLaren.
