SECRETARY OF STATE'S BREAKFAST MEETING WITH LORD CARRINGTON:

7 MARCH 1989

1. I understand that the Secretary of State is having breakfast

with Lord Carrington tomorrow principally to discuss the question of

passports for Hong Kong citizens, following the latter's recent

discussion with the Prime Minister on this subject. I submit a

short brief which focusses on passport and nationality issues.
