Points to make

(a) Scheme for selected categories

Our officials working on scheme of entry certificates for

categories of key people. Senior Hong Kong Government officials

arrived today to assist.

Plan to go to OD(K) by end of month. Suggest this should be on basis of joint paper.

But clear that sentiment in Hong Kong has hardened. Strong and widespread views that only full British citizenship for all BDTCs

will suffice.

Your assessment of domestic reaction to scheme which

discriminates in favour of elite groups?

Mainly to reconsider whether announcement of selection scheme

under present circumstances would be sensible. Your views?

(b) Armageddon scenario

Would be helpful if could confirm publicly in worst case any British Government would feel obliged to everything in it's capacity to assist, and to enlist of International community. Plan to take this line with FAC this morning,

(c) Right of Entry

Seems that many people in this country have not taken on board that all BDTCs have right of entry into this country as visitors for three months. Should we make more of this point publicly?
