My officials working urgently with Home Office on scheme of entry certificates for categories of key people. Senior Hong Kong
Government officials have arrived today to assist.
Planning to put paper to OD (K) before end of month. Would be
abel to announce outline of scheme when I visit Hong Kong.
But sentiment in Hong Kong has evidently hardened. Strong and widespread view that only full British citizenship for all BDTCs
will suffice.
