As regards the impact on Hong Kong, the Prime Minister will wish to emphasize the deep anxiety felt by Hong Kong people about the future

following recent events in China and to urge the United States to

join us in doing everything possible to restore confidence. On the

question of Vietnamese boat people in Hong Kong, the Prime Minister will wish to draw attention to the heavy burden on Hong Kong and the continuing high rate of arrivals. If the Congressmen object to repatriation, the Prime Minister can point out that this is more

humane than letting non-refugees stay indefinitely in detention centres in Hong Kong and elsewhere in the region, with no propect of

resettlement.
