Our firm intention to solve this problem as soon as possible,
and certainly before 1997. But a difficult and highly sensitive issue, both internationally and in Hong Kong. Understand
Chinese concerns. But sure that Chinese appreciate desirability of
avoiding public statements which could aggravate situation in Hong
Kong
Chinese can help contain problem by taking effective measures to
discourage practice of coast-hopping by boat people en route to Hong
Kong.
Could also help by promptly accepting back the 953 Vietnamese
now in Hong Kong who come from resettlement towns in South China.
