1. We discussed your minute of 27 January. Hong Kong businessmen traditionally carry out little by way of industrial research and development projects. Their needs are generally met by securing access to necessary technology. I therefore suggest that there is no need for a specific brief on Hong Kong for this dinner. A general reference on the lines of point 3(e) of Mr Whetton's minute of 26 January would seem adequate.
