would be: to review recent economic developments in Nigeria and to urge the importance of sticking to the IMF programme; and to discuss African, particularly Southern African, developments. The Secretary of State met Babangida in 1985. Useful for the Secretary of State to see him again before the State Visit in May.
b) Iraqi Foreign Minister, Tariq Aziz. We have no indication of Iraqi plans for the funeral. But if the Foreign Minister attends, MED think there is a strong case for a bilateral. Tariq Aziz attaches importance to his personal relationship with the Secretary of State, and the Secretary of State told the Saudis that he was ready to meet Tariq Aziz anywhere. Main point for discussion: getting over recent bilateral difficulties, discussion of bilateral problems (such as Ian Richter, long-term prisoner in Iraq), and Middle East affairs. Although Mr Waldegrave will visit Baghdad in the second week of February, Tariq Aziz himself will not be there and Mr Waldegrave may in any case need to postpone if other senior people are unavailable.
c) Egyptian Foreign Minister, Abdul Magid: NENAD, to discuss the peace process.
