Vietnam.

7. The proposed international conference on the problem of

Indo-Chinese refugees is taking shape. A 2-3 day Prepcon will be

held in Kuala Lumpur in early March. The Conference itself is

likely to take place in Geneva in June.

A draft comprehensive plan

of action has been prepared for further discussion at the Prepcon.

Hong Kong/US dollar link

8. In 1987/8 the US from time to time exerted

pressure on Hong

Kong to revalue the Hong Kong dollar. The US has not renewed the

pressure recently. But in view of his previous post as Secretary for the Treasury, Mr Baker may refer to the link if Hong Kong is

raised

for discussion.
