INTER-PARLIAMENTARY UNION (IPU) : SPRING CONFERENCE, BUDAPEST, 13-18 MARCH 1989

1. The British Group of the IPU have asked for the usual briefing for this Conference.

I should be grateful if recipients of this minute would supply briefs on the attached subjects. These should consist of a short exposition of current issues and HMG's policies and objectives, any readily available background material (in particular papers in the Background Briefs Series) and, where relevant, details of our voting record in recent UN debates together with copies of any resolutions and speeches. most cases the briefing supplied for the Autumn 1988 Conference in Sofia can be updated. (The two main theme Resolutions for debate in Budapest relate to the rights of children; and UN efforts to achieve complete decolonisation, end racism and apartheid, and promote individual rights of nationalities and ethnic minorities.)

3. The briefs should be unclassified, undated and without attribution to the FCO. They should be typed in final form on plain white paper with the following heading:

"Britain", "British policy" etc should be used rather than "HMG" or "Government policy". The background material (not too bulky please) should be attached in whatever form is most convenient.
