The Home Secretary said that it was difficult to make much progress in work on the categories of people who might benefit from any arrangements made by the Government without consultations in Hong Kong. Those who were calling for full rights of British citizenship for all BDTCS in Hong Kong were unlikely at the present time to be prepared to give serious thought to anything much less. Nevertheless, the Government were determined to make progress privately and discreetly. Any arrangements brought in would need to find a way of dealing with those whose professions placed them in danger.
5. In conclusion, the Home Secretary said that the Government were alive to the difficulties which Hong Kong faced in the light of the recent events in China and were taking forward their proposals as quickly as possible. He undertook to keep Lord Derwent informed of the outcome.
