Aware that you have recently joined forces with Jimmy McGregor
(another LegCo member) to set up a new political grouping, the Hong Kong Democratic Association, to promote democracy. What are aims of this group in terms of directly elected seats by 1991/1997?

on behalf of Joint Committee for the Promotion of Democratic
Government. How much progress have you made?
Important that real consensus is reached in Hong Kong on future constitutional development. Latest OMELCO proposals (one third
directly elected seats in 1991, "no less than 50%" directly elected
seats by 1997) a very significant step forward. Your views on whether this will command wide support.
We have already made clear that we will have to review programme
for democratisation, including plans for 1991 elections.
Indications are that Chinese are not going to be helpful.
Situation now complicated by T S Lo's proposal for bicameral legislature. Very late in the day for such a radical new proposal. How much support is it likely to attract in Hong Kong. Your views
