Problem

Mr Martin Lee, a prominent Legislative Councillor in Hong Kong,
has asked to meet either the Secretary of State of Mr Maude some
time in the week beginning 11 September and preferably on 11 or 12
September.

Despite the difficulties in fitting a meeting in, I recommend
that Mr Maude see Mr Lee on Thursday 14 or Friday 15 September.

Background

We have recently been approached by Hong Kong to try to arrange
a meeting between Mr Martin Lee and either the Secretary of State or
Mr Maude in the week beginning 11 September. Mr Lee QC, curriculum
vitae attached, is probably currently the most prominent independent political figure in Hong Kong. He is highly articulate and has been
a vocal critic of the Hong Kong Government on many occasions. He is
also fervently in support of the democratic movement, both in Hong
Kong and in China. As Hong Kong has pointed out,he is also highly rational and susceptible to arguments.
