HONG KONG 3000 FOUNDATION: REQUEST FOR CALL ON MR MAUDE

Problem
1. A letter from Mr David Wiseman of Rowland Public Affairs on
behalf of Mr Cliff Reece, the founder of a new organisation called "Hong Kong 3000 Foundation", requesting a call on Mr Maude during Mr Reece's visit to London from 6-8 September
Recommendation

2. I recommend that Mr Maude declines, but suggests a call on Hong Kong Department instead. I submit a draft reply. The Hong Kong
Government have been consulted.

Background
3. Mr Reece was previously Chairman of the (now disbanded)
expatriate group "Honour without Emigration", a pro right of abode organisation which met Sir Geoffrey Howe during his last visit to
Hong Kong. I understand that it was not a very felicitous
occasion.

The Hong Kong 3000 Foundation appears to be a reincarnation of the earlier group, but with broader objectives than obtaining right of abode in the UK for all Hong Kong citizens, a cause that they apparently accept is lost. The Foundation's main aim is to raise Hong Kong's international profile by promoting the estalishment there of major international institutions, including a regional
branch of the United Nations. The Foundation's aims are set out in
Mr Wiseman's letter to Mr Maude and in the attached leaflet.
