Kong, including the Hong Kong Alliance, a group of Hong Kong Liberals set up after the events of 3/4 June to support the pro-democracy movement in China. He has recently been strongly
attacked in the People's Daily as a counter-revolutionary. He is
also a founder member of the newly established Hong Kong Democratic
Association, which is pressing for more rapid democratisation in
Hong Kong. Mr Lee has said that he intends to form his own
political party to field candidates in the 1991 elections.
5. Mr Lee is very good value as an interlocutor. Although he has been a vocal critic of HMG and the Hong Kong Government on many occasions, he is also highly rational and susceptible to argument.
6. It is not the normal practice for Legislative Councillors to be
received by the Secretary of State. Although Mr Lee is a very prominent political figure, it might not be understood in Hong Kong
if we were to make an exception in his case. There are also practical difficulties. The Secretary of State does not return from
Washington until the evening of 13 September and is already heavily committed on 14/15 September.
7. In view of Mr Lee's political prominence, however, I recommend that Mr Maude should try to see him if possible. Mr Maude is also abroad until the evening of 13 September and plans to be in his
constituency for the rest of the week. Subject to the Minister's other engagements, however, it might be possible to arrange a meeting on 14 or 15 September, if necessary in his constituency.
