Are you concerned about expected sharp increase in emigration?

(Latest projection show emigration expected to rise from 42,000 in

1989 to 55,000 in 1990)

Obviously a matter of serious concern.

That is why we will be taking a number of specific measures to

restore confidence, including nationality package which will

encourage people whose skills and talents Hong Kong needs to remain in the territory.

44.

British and Chinese Governments differ in views over confidence

Am sure we share view that the maintenance of stability and

prosperity in Hong Kong to which both Governments are committed

under the Joint Declaration depends on restoring confidence both

within the territory and internationally.

We have made clear that it is above all for the Chinese

Government to demonstrate through concrete actions their commitment

to the Joint Declaration and to the concept of "one country, two

systems.

45.

What about proposal that Hong Kong should be Asian HQ of United

Nations?

Obviously taken note of this proposal and are considering whether

there is any scope for attracting international organisations to set up regional headquarters in Hong Kong.

Anything that can be done to enhance Hong Kong's standing as

international centre would be welcome.

46. What about proposal for a further extension of Hong Kong lease

This is more a matter for Chinese Government than for HMG.
