PROSPECTS FOR JLG/DEFENCE LANDS

Controversy over Secretary (General Duties) Barrie Wiggham's

speech

Must be clear to Chinese authorities that question of stationing

Chinese troops in Hong Kong is an issue which excites a great deal

of concern here.

Cannot be improper for those in authority in Hong Kong to encourage Hong Kong people to make their views known to the appropriate Chinese organ.

Hope that those in authority in Peking will take this seriously:

They have clear interest in establishing confidence in future of

Hong Kong. Hope they will be addressing their minds to these issues

in same way that everyone else is.

39. War of words between Britain and China/Risk of Confrontation at

JLG

Utter nonsense. Continue to believe way forward lies in

cooperation not confrontation with China. That is why we have

proposed resumption of normal business at JLG XIII.

40. Timetable for withdrawal of garrison in wake of 3/4 June

massacre?

No change in our plans. There will be a British garrison in Hong Kong until 1997. Its size is reviewed at regular intervals.

Appointment of Tony Galsworthy as Senior British Representative

Am aware of press speculation.

Has always been our intention to post someone in the senior grade to head the British JLG office here at some point.

When we are ready to make an announcement we shall do so.
