HMG are conscious of their general responsibilities in relation to public service pensions. These are clearly to see that adequate
arrangements are made in the agreement on the future of Hong Kong
for the payment of pensions earned in the service of the Crown.
are confident that arrangement set out in Joint Declaration provide
full security for payment of pensions of both serving and retired Civil Servants and their dependants.
As to the future, it would be for Government of day to decide
what action it would be right to take in any given set of
circumstances.

BRITISH CITIZENSHIP FOR CROWN SERVANTS?
HMG recognise crucial role of Crown Servants in maintaining
efficient administration and smooth transfer. Well aware of depth
of concern on this issue. This is one aspect of our current review
of arrangements under our Nationality and Immigration legislation.
Welcome any particular points you may wish to make to me now, before
review is concluded.
Our key aims are to ensure that Crown Servants, and others, will have the confidence to remain in Hong Kong.
WHY SO FEW SUCCESSFUL APPLICATIONS UNDER SECTION 4(5) OF BNA?
Recognise that very few applications have so far been approved
and that this is disappointing. This is one area which we are examining in our current review of arrangements under Nationality
and Immigration legislation.
Clearly scope for more generous application of the rules. As Mr
Renton told Foreign Affairs Committee, I feel sure that rate of
successful applicants will rise.
There is nothing to prevent individuals from reapplying for
