JLG XIII will be held on 25-28 September. The proximity of this meeting the formal resumption of normal business after

4 months' suspension may well focus attention on the work of the

June Liaison Group (background brief (f)). There is an expectation

in Hong Kong that we will use the opportunity to press Hong Kong's

concerns about such matters as the stationing of PLA troops and

Basic Law issues. In this context (and in view of the need for an

early decision on the Central/Wanchai reclamation, there will be

much interest in defence lands (background brief (g)).

In discussion with the Governor and ExCo (and more widely) it

would be useful if Mr Maude could explore what HMG (and the Hong

Kong Government) can do to build confidence (background brief (h)). In this context, Mr Maude may wish to pursue with the Governor (but

probably not ExCo at this stage) the question of the future

Consulate General background brief (i).

9.

One aspect of confidence to which the Governor and we attach importance is civil service morale. The current issues are set out in background brief (j). Most are likely to come up when Mr Maude

sees the Civil Service Unions.

10. Information Work (background brief (k)). Mr Osborne's appointment as Information Officer attached to the British Trade

Commission is now public knowledge. It will be a sensitive and difficult job: Mr Maude will wish to discuss Mr Osborne's role with

both the Governor and Mr Heap,

The Royal Visit in a matter which will need very careful handling (background brief (1)). There should be an opportunity to discuss it with both the Governor and (for the commercial aspects)

with Mr Heap.

12.

Another key Hong Kong dimension is the relationship with

China. Background briefs on the economic relationship between Hong Kong and China (brief m) and consular cases (brief m) are attached, together with a note on recent developments in China (brief (0)).
