I would hope that the commitment entered into by Sir G Howe to aim for regular bilateral visits at, at the most, 18 months intervals could be maintained. We have a visit slated for the summer recess 1990. New Zealand is an optional extra, depending on elections.

Latin America and Mexico

In

announcing the postponement of the visit planned by Sir G Howe for September this year, we have told the Mexicans that it is only a postponement. We shall need to look at this and any suitable Latin American additions for the Christmas recess 1990-91.

4. Since I am not able to attend your meeting and, since both AUSS are away, I am sending copies of your minute and of this minute to the Heads of Asian and American Departments. If they have any additional points, perhaps they could let Mr Cooper know.
