As I am sure you will understand, recent events in
China have been a matter of particularly serious
concern to the United Kingdom because of our
responsibilities for Hong Kong. I have decided that
I must make an early visit to Hong Kong and with
great regret I have concluded that the only
practicable dates would overlap with my planned visit
to the GDR. I have been much looking forward to the
visit and very much hope that it will prove possible
to reinstate it.
