But what if, despite everything the worst happens? Of course must ask that question and address it squarely. I can assure you that if, contrary to all logic and reasonable expectation, the

people of Hong Kong were subject to intolerable pressures and

personal risk, the British Government Eany British Government

would be under a very strong moral obligation to help. Under such

circumstances, Britain could not and would not slam the door on

anyone from Hong Kong seeking a temporary haven. We would do all we

could in concert with the international community to find a

permanent home for all those who sought one.

So much has already been achieved. Hong Kong too important to

allow this to be thrown away in mood of depression and despair.

HMG are committed to Hong Kong. No doubt that Hong Kong people are committed equally strongly to Hong Kong.

Let us find practical and realistic solutions to carry us through present crisis. Hong Kong has prospered by working within

tight constraints and realities. Nothing to be gained by pinning

hopes on illusions and unreal expectations.

But with a steady nerve and a cool determination to build on

what has been achieved, we can win through.
