Nothing can change underlying reality

that Joint Declaration is a good Agreement for Hong Kong and China.

Whatever our feelings about the current ageing leadership in Peking,

remains true that stable and prosperous Hong Kong is in China's long

term interests. Indeed, impact of recent events on China itself

should in time throw that fact into even sharper focus.

So what is to be done now?

China must, through its policies and actions, restore faith in

its commitment to its international obligations under the Joint

Declaration. Not just a question of reassuring words: in final

analysis, nothing less than fundamental changes of policy and

outlook will be required. China must rethink its attitude towards

relationship between economic progress and political reform.

learn to accept that constructive criticism and dissent are

essential part of any healthy society.

Nothing can wipe out horror of bloodshed of 3/4 June but China

must act now to begin to undo the psychological damage that has been

inflicted on Hong Kong people as well as its own citizens.

We have had to make it clear to Chinese leadership that under

present circumstances there can be no question of conducting normal

business with China over future of Hong Kong. But have made it

equally clear that we continue to stand fully by our obligations

under Joint Declaration. Only by demonstrating our total commitment

to this process can we credibly insist that China does the same.

Joint Declaration remains central element in our work to

safeguard Hong Kong's future. But recent developments make it

imperative that we should see what further reassurances can be given

to Hong Kong people:

Will need to take careful look at Draft Basic Law, against

background of recent events, to see how it can command confidence in

Hong Kong.
