I should incidentally add, in further answer to the

exhilarating enquiry from the "Far East Economic Review", that one

of my advisero whủ has been recently working on the European

Community reminds me that the European Community Treaty does not

give everyone in the Community a right of residence. It is heavily

qualified in the sense that work-seekers cannot stay in another

country if they do not find work and there are no automatic rights

for settlement, for example to students and pensioners. So it is a

much more inhibited and restricted scheme than anything that would

be involved in the right of abode for people from Hong Kong.

QUESTION (TV JEVS);

Racaptly, Sir Geoffrey, in the light of the recent äääääûïë,

the Chinese Government came out to deny that such things have

happened. They said that they would not take reprisals against

students but now they have.

Why is it that the British Govarneant i so sure that tha

Chinese Government will keep its word on the Joint Declaration and

one country/tw system? What is the basis for that confidence and

faith?
