I think I find an increasing realisation that there is substance in the case that I have been making about the difficulties

of a comprehensive all-embracing insurance scheme.

I think there

is also an understanding that that case is based on a realistic

appreciation of realistic factora.

So therefore, there has been a development in people's

thinking.

While they still continue to argue

-

and I understand it

- that anything less than a full scheme will be divisive, they do go on to say that the best should not be the enemy of the good and I

think that is a most important point.

If we can do anything to help give greater assurance to significant parts of the community here, that will be significantly

better than nothing.
