Fourth, the wishes of the people of Hong Kong will continue

to be fundamental to our approach to the development of

representative government in the territory. It is already plain

that plans for 1991 will have to be revised and that we shall need

to consider what further steps should be taken before 1997.

Fifth, the drafting of the Basic Law. Our objective must be

to ensure full conformity on the spirit as well as the letter of the

Joint Declaration so that it matches up to the needs of the Hong

Kong people as they face the future. I have already drawn attention

to Article 18, which I know causes you such anxiety.

Sixth, it is very clear to that the leadership in Peking

need to take early and tangible action to restore confidence in

China's intentions towards Hong Kong. I shall be pressing thic

strongly upon them.

Finally, on the matter of Vietnamese Boat People, let me

simply repeat my message of this morning. We are continuing to make

progress with the Government of Vietnam over the early repatriation

of those people who do not qualify as refugees. I hope that good

progress will be apparent before lung.
