Hong Kong Government have revised the programme for the visit

to take account of the various comments recorded in Mr Peirce's

minute of 20 June. In particular they have moved the speech to the

first day and varied the time of the press conference on the last

day. The visit to the Eastern Harbour Crossing is now fixed.

I attach the revised programme, together with the Governor's

Hong Kong are very keen to proceed with arrangements as

soon as possible. It would be most helpful to have confirmation in

the course of the morning that the Secretary of State is content, so

that they can start work before the end of their day.

Points for decision are:

Is the Secretary of State content with the Governor's revised

proposals for the timing and platform for the speech? We had

invited him to consider alternatives (eg a speech to OMELCO) but I

am sure that the Governor's advice is right that a speech at a function with wide community representation would be the most natural medium to get his message across.

Would the Secretary of State like to meet Conservatives Abroad on

this occasion? Late morning on 4 July suggested.
