It is open to all those interested in the subject whether

travelling to Hong Kong for the visit or commenting on it

from London.

This will not be an occasion to anticipate what may be

said during the visit. Rather our objectives will be:

a) to review the continuing value and importance of the

1984 Joint Declaration and to update you on the

subsequent negotiations.

b) to explain what we are currently doing on the problem

of the Vietnamese Boat People.
