DRAFT SPEECH FOR SECRETARY OF STATE AT LUNCH FOR
COMMUNITY REPRESENTATIVES, 3 JULY
1.
These are exceptionally difficult times for the
people of Hong Kong. The whole world is still reeling
from the shock of the recent apalling events in Peking.
But I am well aware that nowhere has the impact been felt
more keenly than in Hong Kong.
2. The British Government have condemned unreservedly
the savage and indiscriminate massacre of unarmed
civilians. We have condemned no less vigorously the
policies of repression that have followed in the wake of
the events of 3-4 June.

We shall contine to use every channel and every
at our disposal to urge the Chinese leadership to
come to its senses. China must turn back from the blind
ally down which it is travelling.
