A
1. The Hong Kong Government wish to substitute a meeting with the Chairmen of the 19 District Boards for the briefing by officials on
major development plans.
Recommendation
2. I recommend that the Secretary of State agrees.
Background
3. The argument in Hong Kong telno 2077 are cogent ones. We would
attach a higher priority to meeting District Board Chairmen. But
the meeting is likely to be a tough one : the Chairmen are likely to give vent to their feelings on Vietnamese boat people and
nationality.
A revised programme is attached.
