The Secretary of State has seen your minute of 23 June. Planning may now proceed on the basis of the programme attached to your minute. The Secretary of State is content with the Governor's proposals for the timing and platform for the speech. He would like the matter of a visit to a Vietnamese camp to be very carefully considered, in particular the "photo opportunity" aspect. You may wish to consider a visit to, say, the Whitehead project or some other facility that HMG is funding, so that we can claim credit for our generosity and get some good publicity.
The Secretary of State also agrees that he should see locally-engaged staff at the British Trade Commission.
I shall revert to you on the question of Conservatives Abroad.
