Background

1.

OMELCO are active lobbyists, particularly on nationality but

also on other issues of concern to Hong Kong. In recent months Dame

Lydia Dunn and Mr Allen Lee have paid visits to London to lobby on

nationality. A delegation led by Mrs Rosanna Tam (in which several

members in the present delegation participated) came here in July.

Mrs Tam also led an OMELCO delegation to Kuala Lumpur in October to lobby Commonwealth Heads of Government. They saw the former

Secretary of State: a record of this meeting is attached.

2.

OMELCO have also written to Ministers or produced position

papers on the major issues. Mrs Tam has written to the Prime Minister on the nationality issue (a draft reply is under

preparation).

OMELCO have recently published a paper on the Basic

Law which has been passed to the Chinese through our Embassy in

Peking.
