SUBJECT:

HONG KONG: CALL ON THE PRIME MINISTER

Copies to:

Dame Lydia Dunn, Senior Member of Hong Kong's

Executive Council, will call on the Prime Minister at

4 pm on 3 October. The visit will not be publicly

announced.

Dame Lydia last called on the Prime Minister

on 23 June. On that occasion the meeting focussed

entirely on nationality matters. Dame Lydia is now more

realistic in her expectations and is likely to pursue her

case in a relatively low key and measured way.

Enclosures flag(s)

Dame Lydia will no doubt want to describe the mood in

Hong Kong: although on the surface at least life in the

territory is returning to normal, confidence in Hong Kong

has been badly bruised and the underlying concerns

remain.

Emigration of talented people remains a major

concern. Dame Lydia will therefore argue that it is very

important that our proposed nationality package should be

as large as we can manage and should be announced as soon

as possible.
