Aware that weight of public opinion in Hong Kong is for mandatory

repatriation or abandonment of first asylum. Difficult to see how

first asylum could be abandoned in practise. Way forward must be through mandatory repatriation. But this should be in stages: do

not wish to destroy delicate international consensus achieved at

Geneva Conference.

OMELCO's consensus on development of democracy between now and

1997 a very significant step forward (one third directly elected

seats in 1991, "no less than 50%" directly elected seats by 1997).
