John Chan, Secretary for Trade and Industry since March, is planning to be in London on Monday 30 and a.m. Tuesday 31 October. This will be the first visit to London by the occupant of this post since John's predecessor, Hamish Macleod, was here in July last year. That was just in time for a farewell meeting with Rodric Braithwaite before his posting to Moscow.

John hopes there will be an opportunity to see you. Apart from any additional insight you can offer on the Uruguay Round and other trade policy matters, which he expects to discuss with Christopher Roberts, John would like to take up with you, inter alia:

the OECD Dialogue with the NIES

Pacific Rim Co-operation

China's accession to the GATT

Hong Kong's post-1997 situation vis-à-vis

COCOM.

With reference to the last of these topics, HKG's preliminary paper on the COCOM issue has been in the offing for some two years now but it is hoped to finalise this before John's visit so that there would be a concrete focus for discussion.

I could leave it to nearer the time to explore whether you will be available on either of these dates and what would be a convenient hour for an appointment, but if you are prepared to arrange your diary in advance, perhaps your P.A. could give me a ring to let me know what would suit you.
