POSSIBLE VISIT OF THE GOVERNOR OF HONG KONG TO LONDON
Problem
1.
Should the Governor of Hong Kong pay an early visit to London?
Recommendation
2. I recommend that we inform the Governor that he would be welcome
to come to London in the third week of November
Background
3. The Governor has been keeping the week beginning 20 November
blocked off in his diary for a possible visit to Peking. He had envisaged being in a position by that time to speak to the Chinese
about future constitutional development, as well as other issues.
4. The prospect of having a clear strategy on future constitutional development worked out within that timescale has now receeded. The
Governor has therefore virtually abandoned his plan to visit Peking
towards the end of November

5. The Governor has therefore suggested that it might be sensible
to use the third week of November for a quick visit to London It
would provide a useful opportunity to meet the Secretary of State and to brief him on the situation in Hong Kong. I understand that
