1 Please see Miss Eddis' minute of 14 July which I have discussed with Protocol Department.

The Governor of Hong Kong normally uses VIP facilities when he visits the UK. We do not ask Protocol Department to make the arrangements so no charge accrues to the FCO. The Hong Kong Government Office book the VIP lounge, lay on transport, and pay the bills. The airport authorities are aware that Governors are entitled to VIP facilities only on first posting and on final return to the UK but in practice accept bookings from HKGO for the Governor.

3. DSP needs to clarify entitlement to avoid FCO officers accepting a commitment which is not a proper charge on the FCO. But I do not think we should disturb any arrangements Dependent Territories make on their own initiative. The amendment to DSP might cover this on the lines of the attached redraft. If you agree I shall put this to WIAD.
