Ministers have decided that the first repatriation should

take place on 2 or 3 December, depending on which date is logistically easier for you and Hanoi. Grateful if you could

set the necessary action in hand, including the booking of the

aircraft.

Grateful if Hanoi would now arrange to sign the Agreed Minute at the earliest opportunity. In doing so you should let the Vietnamese know that we are planning for the first flight to

arrive on 2 or 3 December but will confirm the exact date as soon

as the details are finalised. You can emphasise that the first

flight will be drawn from the list of names already cleared by

them (Hanoi telno 540). We propose to exchange the final list at the airport on arrival, as provided for in the Annex to the 26

June agreement. [You may tell them that we would like early

talks after the first flight and that we are willing to discuss their interest in aid for the main departure areas in Vietnam.]
