The Hong Kong dollar is to continue in

circulation.

No tax is to be paid from Hong Kong to China.

As now, Hong Kong will have autonomy in the

conduct of its external commercial relations.

Hong Kong is to be governed by the people of Hong

Kong.

The socialist system is not to operate in Hong

Kong.

In short, the whole separate social structure of

Hong Kong is to be preserved intact and free from

interference.

Since June, some have called for a re-negotiation

of the Joint Declaration. I do not see this as a realistic

option. Hong Kong's future lies with China. The way in

which it will keep its autonomy in most of what it does is

laid down in a solemn and binding international agreement.

There is no prospect for a new lease on fundamentally

different terms. What we must strive for is the full

implementation of the Joint Declaration in both spirit and

letter.
