Call by the Governor of Hong Kong on the Prime Minister
The Secretary of State has read your minute of 15 February and the draft paper attached. He is generally content with this. He find it a little long but notes that Sir Percy Cradock's advice is that it should be comprehensive. He would, however, be inclined to omit paragraph 1, which can probably be taken as read.
You will find a number of specific amendments on the text and suggestions for additional material.
The Secretary of State thinks that it would be wise to try to get this into the Prime Minister's weekend box.
