I have revised the briefing paper to take account of the various comments and suggestions made on the draft submitted with my
minute of 15 February. I have spoken again to Sir Percy Cradock
about whether it would be advisable to omit the first paragraph. He is very strongly of the view that this is essential and should be retained, and I have therefore done so.
5.
I have discussed in detail with Mr McLaren the cover ing
Private Secretary letter and the revisions to the briefing paper.
As time is now short, and Mr McLaren will be out of the office until early afternoon, I am submitting the revised paper direct. It is, as agreed, still in draft form, in case you wish to make any final
changes.
