VISIT OF THE GOVERNOR OF HONG KONG TO LONDON: 21-23 FEBRUARY 1989

I submit:
a revised brief on Vietnamese boat people to take account of the confirmation from No 10 of the Prime Minister's agreement that we
may now confirm our resettlement decision. The brief has also been amended to reflect the rather more open position on the question of the Secretary of State's attendance at the International Conference;
a revised brief on passports and nationality to take account of
Lord Young's minute of 16 February to the Prime Minister. The brief
has also been updated to take account of what we have learnt today
about the Hong Kong Government's thinking on the extension of the
application of Section 4(5) cases. At this stage, the Secretary of State need only listen to what the Governor has to say and give a very preliminary reaction.

I am re-submitting with this minute the full set of briefs
which the Secretary of State saw over the weekend.
