The Secretary of State agreed that it would be a good idea for the Governor of Hong Kong to call on the Prime Minister during his forthcoming visit. A call has been arranged for Wednesday,
22 February, at 5 pm.

You will recall that Sir P Cradock had advised us that it would be important to prepare for such a meeting by providing a piece of paper in advance which would explain our current objectives for Hong Kong and the progress we have made in achieving them. Secretary of State commented that the note would need to be extremely carefully considered.

3. I submit a draft, which is the result of close consultation with Sir P Cradock and Mr McLaren. Its shape and contents reflect Sir P Cradock's advice about what would be most appropriate for this occasion and it incorporates a number of specific drafting suggestions which they have made. It has also been cleared telegraphically with the Governor of Hong Kong and has as far as possible taken account of his own comments.
