to given our full support to the Hong Kong Government's

Implementation of the Joint Declaration

4.

The Joint Declaration is a very good agreement for

Hong Kong and was widely acknowledged as such at the time

of its signature. It provided a much needed boost to

confidence and has contributed significantly to the

period of sustained rapid economic growth which Hong Kong

has enjoyed in recent years. But its lasting value to

Hong Kong will depend on the extent we can make the

agreement stick and work in practice.

5. We are achieving this through the work of the Joint

Liaison Group and through the influence we have been able

to exert on the drafting of the Basic Law (which will

give legal effect to the provisions of the Joint

Declaration).

The Joint Liaison Group has made steady if

unspectacular progress in a number of areas of importance

to Hong Kong. Annex I to this paper contains a list of
