UN CONVENTION ON TORTURE

Welcome news that UK's ratification of Convention will be
extended to Hong Kong as soon as legislation is ready.
REPEAL OF SECTION 27 OF THE PUBLIC ORDER ORDINANCE
Know that Section 27 gave rise to much concern in Hong Kong and internationally. Hong Kong Government deserve credit for responding to concern by moving to repeal that Section.

FILM CENSORSHIP
Agree with Hong Kong Government that some powers are needed
which can be used in extreme cases to control exhibition of films. Provision in Ordinance requiring censors to take account of International Covenant on Civil and Political Rights has helped
reassure critics.
Consistent with International Covenants?
Believe that new legislation is in accordance with
International Covenant.
HKG restricting freedom at Chinese commands?
HKG makes its own decisions, taking account of special
circumstances of Hong Kong.
